One of the systems where I have seen this is several years behind on PTFs, so it may not be a new problem.

One of the startup programs has its own STRTCP instruction coded in it.
It is on a system that has been upgraded several times and that

I have now seen on two different boxes running 7.3 that when the system
restarts following a long term power outage, the SMTP server does not
restart correctly. The SMTP server attributes are clearly set for an
automatic restart. I can also see that during the IPL, the shutdown of

SMTP server is reported and then the startup is reported. Then, 2
seconds
later, it is logging a "normal" end to SMTP. When the system comes back
fully, the SMTP server is not running. Starting it with the STRTCPSVR
