I have now seen on two different boxes running 7.3 that when the system
restarts following a long term power outage, the SMTP server does not
restart correctly. The SMTP server attributes are clearly set for an
automatic restart. I can also see that during the IPL, the shutdown of the
SMTP server is reported and then the startup is reported. Then, 2 seconds
later, it is logging a "normal" end to SMTP. When the system comes back
fully, the SMTP server is not running. Starting it with the STRTCPSVR
command resolves this, but why is this happening and is there a way to fix
it?
