Why know why? To decide if you can still view it and not lock it?
To me this sounds like when my MIL asks me why I didn't do something. We all know the question is irrelevant.

If you want to decide if you can do something about it I guess you can write a command exit point program that when someone runs DSPSAVF that it spawns off a timer task which gets rather rude with them if the lock doesn't release in a set amount of time.

If it didn't lock it, it would freak me out if the contents of DSPSAVF suddenly changed while I was paging through it.
