#LIBRARY in the 36EE is basically a default "system" library that is basically an implied global library in your *LIBL. It used to be the library for pretty much all the OS procedures and most of the programs, on the S/36. It was often also used as a QGPL or QUSRSYS library, so that common procedures could be accessed by all programs without changing the current or session library.

QSSP is OS/400's location for the 36EE programs.
