Basically all you need the RPG to do is:

a) Create the pdf in a folder called (say) PDFs

b) Build a string containing the required link - If you assume that Apache maps https://myserver/PDFsHere/ to the PDF folder then the string would be https://myserver/PDFsHere/ + the unique pdf name.

c) Display that link on the green green.

d) User selects the link on the green screen. Needless to say this won't work on a real 5250 <grin>

You can configure Apache it so that it needs a regular user Id and pw if you need to.

I have created PDF files in the IFS and then used ACS to display the PDF.
All is good.
What I do is create the spool file and CPYSPLF to a *STMF file in the IFS.
So far so good.

Problem: for security reasons, the staff in the plant are not given access
to ACS other than the 5250 emulation. I need to be able to get the PDF to
automagically open the PDF and display it on the screen for the user to
work with.
I have not found a way to do this.
I tried the STRPCCMD with the dos command START but that command will only
run a command on the PC. It will not run against the IFS unless I share the
folder on the IFS and run the START against the IFS share. For security
reasons, we do not want to share the IFS folder. We have up to 200 users
and the security team are concerned about the security of the IFS.

Has anyone found a solution to this problem I have?
