Not quite sure what you are trying to say there, but it sounds
suspiciously close to rolling your own CSV parser.

This is a good idea. Odds are that Scott's CSV parser is at least as
good as anything you would roll on your own, and it's already rolled!
If your SQL host language is RPG anyway (i.e. you were trying to write
an SQLRPGLE program), then why not use Scott's?
