9009-42A, attempting to upgrade to latest firmware, from VL950_045 to VL950_075.
Change Licensed Internal Code wizard was hanging/failing.

Opened case with IBM support.
Support had me run a HMC pedbg.

From the pedbg,
old bug with IBM i partitions that have RMC enabled.
When the HMC attempts to update the Power System, invscout command is initiated against one of the partitions that should gather the current inventory information.
As all of your partitions are IBM i, if RMC is enabled on them, the update process may hang, especially if there are multiple network interfaces in use.
The resolution for this is to disabled the RMC communication between the HMC and the partitions.
IBM i partitions do not use RMC for Dynamic Partitioning, this kind of communication goes directly between the HMC and the FSP, so you are safe to disable it.
Refer to the below IBM Tech Note for instructions how to disable RMC on your IBM i partitions:
https://www.ibm.com/support/pages/how-disable-rmc-ibm-i-partition

I have 4 LPARs.
2 at V7R3.
2 at V7R4.

I had to end the QRMCSRCD job only on the V7R4 LPARs.
Change Licensed Internal Code wizard no longer hung, went through successful.

Anyone in the group experience this issue?

Thank You
