If I remember how we did a cleanup, not only of OUTQs, but also of
the printers they connected to, we did a WRKOUTQ *ALL *PRINT at 1
month intervals, then compared the lists (copied to database files,
of course). This let us see which queues never changed, even if
there was something in the queue.

After twisting several arms, the queues that never changed were
archived, then deleted.
