PGM3.IPARM03 is populated by the 8th parameter of PGM2.
Since PGM2 is called with *ALL as its parameter list (in OCL PGM1), its
parameter list taken from PGM1's parameter list.
So, whatever is calling PGM1 look there (another program or menu maybe),
and whatever is being passed to PGM1 in parameter #8 is what eventually
populates PGM3.IPARM03.
