It sounds like the parent directory has the "restricted rename and
unlink" option set. This is also called S_ISVTX or on Unix systems "the
sticky bit." I believe that is the only time that the rename() API
will ever return EPERM ("Operation Not Permitted"). Other
authority-related errors would return EACCES ("Permission denied.")
The *RWX/*ALL is not going to help if S_ISVTX is set.
