Yes you can use all of Navigator without SSL. the exception would be if
it was previously configured to only use SSL. There are excellent IBM
write ups on that topic if you use a search engine to find them.

Normal access to DCM is on port 2001 and we can get to it ok. But

firewalls it fails. Is there anything I can't do on 2001 that I would
need https for just configuration?
The plan eventually is do use SSL for MQ and possibly service monitoring
agents.
