Do a DSPPTF on that offending PTF. Perhaps you've had it on your system for some time now? Look for a date/time on it in DSPPTF.
Look also at the details on each of these messages:
PTF 5770SS1-SI74624 V7R3M0 not applied.
PTF not applied because error occurred.
PTF install processing failed.
Until you do I don't want to even wager a guess on the reason why.
