Everyone will have an opinion on this.  I lean to Java and servlets but the things you need to evaluate will be what kind of web app you need (CMS or something bespoke).  How will you authenticate (to AD or IBM)?   How do you plan to scale or does it need to scale?  What skill sets will be most in demand (front end or backend)?  There are a host of other issues you might want to ponder.

Pretty sure the most common answer will be "it depends".
