In this particular case, the only reason to point to the v5r4 system at all is because my customer has not moved all its applications to the v7r3 box, and because the apps use each others files, they opted to go with DDM files.  Using 3-part naming would be fine if all programs were using SQL, but in fact some of these are still RPG III programs. As an aside, some of the files still have an attribute of PF38!

Otherwise, you're right -- if you have to work with files on another system, and you're using SQL, 3-part naming is the way to go :)

If you weren't pointing to a V5R4 system why would you use a DDM file instead of just three part naming?
