That's what I'd expect to see in SYSPARTITIONSTAT.  AVGROWSIZE is apparently always -1 if there's anything variable about the record (VARCHAR, LOB) and only not -1 when everything is fixed, in which case it's the actual row size. Where does AVG (average) come into it?
