I had to clean up the DCM from a failed customer attempt to configure certificates.
If you truly want to start from scratch just clear out the /qibm/Userdata/ICSS directories and sub-directories. Do not delete the directories, just delete any files in them. Then go back to DCM and start over.

I've done both, but not on this LPAR. I think the IFS may have gotten
somewhat hosed in a migration or two.
