If the new fields are defined with a default value, writes from a program that does not reference the fields will automagically put the default value into the new records. Will not affect updates.

In my experience, existing read-only programs are unaffected. Existing programs that use RLA to do inserts/updates can fail, usually when a new numeric column is added. Since the program I/O buffer doesn't know about those new columns, it can't ensure valid data per the column data type.
