WRKJOBLOG JOBLOGSTT(*PENDING) PERIOD((*AVAIL *BEGIN))

Try running the above command. If your job logs are set to logoutput(*pending), they could be adding to your job list even after an ipl.
These is an article from May Dawn explaining it better than I could.

It's not perfect. There are some jobs that don't show up in this, but it may help you run them down.

When I run the WRKACTJOB command, I see a total "Active jobs" displayed

of 241 on our test box. This seems about normal. From there, if I

press F15 (WRKSYSSTS) I see "Jobs in system: which shows 373. I have

very little on output queues from jobs that previously ended. I clear

joblogs every morning. WRKJOBLOG is empty and the QEZDEBUG output queue

is also empty. Lately, it seems like this number is slowly creeping up

by 3 or 4 more jobs every day. A manual count of the jobs showing up in

WRKACTJOB confirms the 241 number for active jobs.

Any suggestions on where else to look to find these unaccounted for jobs

would be much appreciated.
