My guess ... a temporary index (MTI) is created.
And as soon as you run an IPL all MTIs disappear, so with the next run of
the program the temporary index is created again.
Check whether a temporary index is used and create a permanent index
instead.

Subject: After V7R4 Embedded Sql performance issue
Has anyone has this issue after upgrading to V7R4:
RPG program with embedded SQL, Cursor open then Fetch from that cursor....
program runs fine for several days, then sporadically will run extremely
slow. Seems to be stuck on the SQL_Fetch statement.... program is running
and updating rows. Normal run time is 15 mins.... slowup can be 24 HRS
plus.
Has something changed with SQL Engine or somewhere else with the upgrade?
