I searched for "Microsoft Windows Based Script Host". A number of web
results come up, but they don't appear to be altogether trustworthy.

In the meantime, I discovered how to set up file associations using the
Tools menu in the ACS Launcher, which is what the .js scripts allegedly do.
It appears that I don't need the .js script after all.
