I didn't even think to look at the Help on WRKLNK.  Thanks, Rob.  It looks like you can select either *USER or *ALL and then that option is "sticky" until the next time you change it.  The default is *USER, so that means at some time in the murky past I set it to *ALL on one partition.  I don't remember doing it, but that's not particularly surprising... :)
