The decision to provide that ability was that it was allowed since day 1. Probably a carryover from the S/38 as the S/36 couldn't give a rat's posterior.
Changing that has the potential to break applications designed around DDS.
Putting it in on day 1 with applications around DDL allows the assumption that one doesn't do that kind of processing anymore. And if you just have to then you can continue to use DDS. "Have to" is in the eye of the beholder.
