User changed their password on Windows. ISIM automatically propagated the new password to IBM i. Verified this.
I "think" they rebooted their PC. All of their telnet session jobs started after the last password change timestamp on IBM i.
I used IBM Navigator for i to clear the Disabled user ids for NetServer.

Why would I still be getting the CPIB682 message and the users again listed in Disabled user ids?
