If you need MKDIR QNTC commands after IPL, IMO you're better off putting it
in QSTRUP. That's what I do.

Once you've tried QNTC and MKDIR and it works for what you need, I
suggest you create a scheduled job to automatically (re)create the
path after every IPL. On our systems, we run the job every day (and
sometimes in the middle of the day) to make sure the directory is
there when it's needed.
