I waited a bit because I thought you would prefer a direct answer to your
question and I hoped someone might have one.

Until I read your question I assumed data files always squeal in QSYSOPR
when full and can be incremented by responding to the message, but that
must just be a feature of the systems I've worked on.

So I don't know. But I do have some experience of accessing constantly in
use files to attach triggers, and this is how I do it:

I use Robot, but the built-in scheduler might work as well if you can get
your timing right. The backup shuts down all access and removes all locks,
and so when it completes I have a program react to that completion. It runs
every single day but usually does nothing because the CL command in it is
commented out. When I need to attach a trigger I edit the command
accordingly and uncomment it, and also send a message (an email in my case
but could be just a system message) to remind me to check that the trigger
has attached and comment out the CL so it doesn't run the following night.

Perhaps you could do something similar with your CHGPF.
