Why don't you just configure up a second line and assign an IP address.
Plug in a cable and vary on and start the interface, you should then be
able to ping the address.

Then you have two lines to connect on and can connect on the one that is
not being changed.

I know it's good as I use it to IPL, apply PTFs, etc.

LAN console doesn't use line descriptions -- you configure which CMN
resource it uses (e.g. CMNxx). If you have a line description configured
for that same resource, LAN console will share usage with the system
line description and normal TCP/IP stack. If you vary off the line
description, the LAN console TCP/IP stack will take over, but there will
be a brief interruption of your console as varying off the line
description will deactivate that comm adapter, and then LAN console
stack will automatically reactivate it. Once that completes, LAN console
can continue to run. You may or may not lose your console session -- it
depends on whether the client side reaches TCP/IP retry limits before
the line is reactivated. If you do lose you session, you should be able
to reconnect. When you vary the line back on, the same thing will happen
-- the LAN console stack will disable the adapter to allow the line to
be activated with the line description configuration.

Note that the LAN console stack will not use jumbo frames if you enable
them by increasing the line description's maximum frame size.
