Probably will be announced with the fall TR. Last year it came out 11/15.
7.2 will have no more TR's, and hasn't had one since 2018.

What I call the "John the Baptist" ptf making us ready for the next TR is available for 7.4: https://www.ibm.com/support/pages/ptf/MF99303

Both contain wording like: Extensions to support future function and similar such verbiage.

But you're right, SI73828 is not yet listed at the 7.3 to 7.4 ptf cross reference at: https://www.ibm.com/support/pages/node/6198495

I think every one of these links has a last updated date of this week.
