General rule of thumb is do you have an appropriate index? I believe generally an index should start out with the columns in your where clause, then your order by. For example
Select ordernumber
From orderheader
Where ActiveRecordCode='A'
Order by ordernumber;
Would have an index with active record code and order number. One of the reasons that IBM tweaked the logic on an index and allowed stuff to emulate 90% of the logical files found in ERP systems for files like those above.
