Sometimes we get an authority failure when trying to move or delete files on a Windows 2016 server by using QNTC to get to it from IBM i.
If we delay and try again it will work.
The developer thought he found a related ticket with this (so I'm judging one of the error numbers was the same):

However it really cannot be a journal issue as we have little to no control over journals on Windows servers (if there is such a thing).
