this message no matter what user id I try

I get a browser login, enter my user id / password and it fails.
From

point on I can never get the popup again to try another user id like
qsecofr.

Admin servers are started.

I tried on two systems. Same thing. Both of the systems I can
access
IBM
navigator.

Any help appreciated.
