This is a tough one, because SNA "security" was never really "integrated" into OS/400, instead it uses the mainframe notion of an 8-character userID and an 8-character system name.
So, IBM added the somewhat kludgey "SNA directory" that you see with WRKDIRE et al ... that allows you to "map" an 8/8 name pair to a 10-character user profile name in OS/400.
So, if you do not have a WRKDIRE directory entry, you cannot use SNA at all on OS/400. :-o (aka. the SNADS directory, also used for OfficeVision, another product "ported" from the mainframe world, known as "PROFS".)
Even then, the SNA "security" really only pertains to stuff you can do "on the network" once connected. You still need things like "use" authority to things like the *CTLD and *DEVDs etc.
