It might depend on the version. I remember that several years ago (well,
let's say 20 years or so), I had to write a program to reorganize
members if they have less than a given ratio of deleted records.
Therefore the program was aware of the number of records of the member
(I don't remember exactly what I did, probably DSPFD *MBRLIST output to
get the list of members). At this time, RGZPFM was sending back an
exception when the member had 0 record. So I could safely use CLRPFM to
remove the unused space of empty members.
