Got this offlist talking to someone else on an issue not from the list:
Yea ... I sent in an order for a PTF for FTP download 2 days ago ... and the email with instructions for the download came late this morning.

For this situation to be dragging on so long someone high up at IBM must have staked their personal future on some new software conversion which also involves PTF distribution.
