Assuming you mean Download Director (does not use any ACS, it has its own .jnlp file). I've never looked but I believe its an SFTP connection. It's main attraction is it will restart downloads.

Fix central only uses 80/443, but the client system must be able to access the following ports on the POWER system: ports 449, 8476, and 8475. Optional ports include 9476, 9475, 3666.
In February 2017 direct downloads from Fix Central started running FTPS in June it started also using SFTP
