We've done this with our own in house apps for years.
Program get moved to old library
New programs get moved to current library.

No issues.

IBM must do something similar when they temp apply a PTF immediately.
Their moving objects around under the covers.

I'm not sure about moving a PGM - there is a feature that if you create a program with REPLACE(*YES), that IBM renames it and relocates it in QRPLOBJ. IBM ensures that the address of the object is the same, as that is what jobs use to tie to the program.

I suggest you find some program, maybe create a simple CL program, then have someone use it - you could have a wait operation loop with an inquiry message to keep them in it. Then try to move it and see what happens.

But this just sounds REALLY dangerous!  :)

Normally this would done during an IPL process or restricted down time.

But I really would like to get this in before next scheduled downtime.

From what I read, if an object(pgm) is in use it would continue to run if moved, as long as it is not deleted.
Any new jobs would automatically get the new objects.

If a *DSPF, *PF, *LF had a lock, I do realize they could not be moved.

Any thoughts/experiences from the group related to moving production objects.
