You might be better off looking into the POWER 7 era of machines - these are starting to drop in price quickly, and power management on the P7s is a lot more effective than the P6-based systems.
Also - to drop power usage (and noise), SSDs are becoming relatively cheap, and replacing your 10kRPM SAS disks with SAS SSDs will make the machine fly. Another thing often overlooked for power consumption is DRAM, especially in large volumes.
P7 machines run up to V7R3, which, although not the latest release, gives you the sweet spot between recent and affordable.
One of my many projects on the backburner here is to mill water cooling blocks for my E4B to reduce the noise output; when I finally get to it, I'll post the designs.

I know that my 8203-E4A with four CPUs (or cores?), five 10k disks, 32GB of RAM, RAID option, and HEA draws around 400W when idle. And creates an awful lot of noise.
That's (also) why I stick to my relatively savvy 150: Four 10k-Disks, 192MB RAM (max), Ethernet, TR, around 100W. :-)
For Comparison, an 800, disabled sidecar, two 10k-disks, 4GB RAM draws around 170W.
So, power is really something to take into account when comparing with "cloud" (aka: hosted) solutions.
