From IBM Support:

We will pass on your suggestions but there are limitations with the services (can not accept redirection for example). I am not sure if they support the last URL you supplied. Development states for now, PTFs must be created when the IBM URL changes.

I asked a similar thing in my PMR

"this has been the(at least) second time the target XML file has moved.
is there a way to make the PSP site a variable that could be updated and not have a PTF released.
there are restrictions(company policy) on PTF application and if an external file/data area/user space could be updated with the new location might make it easier/better"

I figured that's what it was.  IBM loves to change their website URLs and damn the repurcussions!

So, do we need to submit a RFE to have those services point to shortcut urls that can be redirected as IBM whims versus having to issue PTF's?  Or would it not do any good as they would also change the column names, etc in the underlying XML?
