First time I've seen that, but I'll bet the message is wrong since all the
locales I've ever seen are in upper case. Then again, I was able to change
it to lower case. Can you try that?

Sysval QLOCALE is the default /QSYS.LIB/EN_US.LOCALE (All Caps)

The Local /QSYS.LIB/EN_US.LOCAL does exist.

Jobs QP0ZSPWT and QJVAEXEC are throwing this error in the joblog at sev 40.
All from the same user which is a generic *PGMR class that does not sign on.
It's used only for running batch tasks.
