It’s been the system default to have it running since 6.1, so someone must have turned it off.

You should start Collection Services and let it run all the time. It has valuable information about your system - performance data as well as functional data.
It’s the “rewind button” you can hit if you have problems that you need to research.

Collection Services will automatically manage the data it collects.
