QP2TERM and QSH are different environments. QP2TERM runs PASE.

Does this work?
QSH CMD('/QOpenSys/usr/bin/sh -c "test -d /JHV/ftp || mkdir -p /JHV/ftp"')

but executing the below command does not... (from same userprofile)...
QSH CMD('test -d /JHV/ftp || mkdir -p /JHV/ftp')
