This is the API which CVTMSGF uses

Good luck finding CVTMSGF then.
Tried to decompile MESSAGE_FILE_DATA but the table function underlying
that view is dependent upon an IBM supplied program.

Try also a google search for QMHRTVM. This is the API which CVTMSGF uses.
