Extra blank lines in ACS file transfer to Excel -- MIDRANGE-L

When I do a file transfer in ACS from the "active Excel sheet", if I tell it to transfer starting from row 4, for example, the transfer creates an extra 3 blank lines in the target file. Is there a fix for this? This is in version: 1.1.8.3 of ACS (2019-12-02), so it's not very old.
