Agreed. That's easiest.
Change the IP interfaces so they won't start with IP, before the save, and
you're good.
(chgtcpifc xxx.xxx.xxx.xxx autostart(*NO) for the archives )
You can set the system name and other attributes during the OS installation
as well. That way the system comes up from the initial restore with the
proper network attributes, system values etc. You need to do a manual
installation of the OS to get that screen but it's self-explanatory for
anyone that has built systems before. I think the "set system options" Y/N
flag is near the bottom of the panel, when the OS just starts to load.
Doing that way will avoid a couple of IPL cycles and make sure you don't
conflict with other partitions right from the start.

As long as you ensure that the lan line won't become active until you're
ready I would wait until after you're done.

I'm creating a new playground LPAR from a BRMS system backup.
Appendix D. Recovering your system to a different system
file:///L:/Power9/Power7%20IBM/Migration%20and%20Recovery/Appendix%20D.%20Re
covering%20your%20system%20to%20a%20different%20system.pdf
Should system settings, (system name, control point settings, network
settings, etc) be changed before or after the restore?
I've done it both ways.
BRMS recovery requires extra steps and configuration if doing before.
Thank You
