We had the exact same issue.
We fixed it by changing the logic to use ISO dates and a call to an RPG utility that adds/subtracts parts of dates.

Subject: Julian date calculations across years

Hello all,

Is there a standard set of calcs out there to handle subtracting days from a Julian date where it goes across years? We have a report that blew up today because it tried to subtract 7 days from today's date and got a value of "2019999". I guess I thought Julian date calcs on the system knew how to handle that scenario. Thoughts?
