What makes you believe that the existing systems cease to exist, just by telling them dead?
A customer of my former employer relies heavily on their IBM i for order management — they're using green screen emulators. And as far as I talked to employees there, they're happy with it. Unfortunately, that was before I started tinkering with the system itself, because I inherited an old, previous production AS/400 model 400 from them because of sheer curiosity. :-)
My Boss (and I) want a ticket system on Green Screen, and also some more helpful small tools. On Green Screen. Yes, we're IT guys. Maybe you will count that as Administrators but, my boss definitely doesn't administer the i. I do.
And if you emphasize the "selling" — from that point, in Germany, IBM i *is* dead, new systems are rarely sold, as far as I know from my broad (ex-)colleagues double- or triple-indirectly. Most old systems get phased out, data transferred to windows based modern solutions. Yet there are systems still running, and if it's only for looking up old data which was never migrated to a new system. Repaired an old 600 for another customer for this very reason, who's IT staff encountered that the machine is more important than they thought. ;-)
I'm also relatively sure that there's a somehow different culture in IT between Germany and the US.
