Thanks everyone!  Steve got me on the right track, looking at the remote (v5r4) job log.  Here's what works:

On v7r3

    STRSQL
    CREATE ALIAS myLib/myFile FOR rmtv5r4/myLib/myFile   or CREATE ALIAS myLib/myFile FOR rmtv5r4/myLib/myFile (myMbr)
    SELECT * FROM myLib/myFile

and

    CALL TESTALIAS
     DDM object myFile in myLib uses remote object myLib/myFile.
     DSPLY  1  -004

What did *not* work was creating an alias on v5r4, then creating an alias on v7r3 that pointed to the alias on v5r4.  I'm not sure why I thought I had to do that :(, but at least I have a method that works now :)
