File QINLINE in library *LIBL not found or inline data file missing

I just got this, in the joblog of a batch job:
CPF4101 Escape 40 10/30/19 00:15:27.140039
To module . . . . . . . . . : QC2SMOPN To procedure . . . . . . . : _C DM open file Statement . . . . . . . . . : 10 Message . . . . : File QINLINE in library *LIBL not found or inline data file missing. Cause . . . . . : The file was not opened. The reason code is 03.
. . .

The thing is, the program (an ILE RPG program that calls HTTPAPI, and calls "puts" and "getchar") doesn't have any references to a "QINLINE" anywhere.

I've never seen anything like this before.
