Methinks that should have been preceded by a STRSBS of whatever is your controlling subsystem. Default is QBASE but is often changed to QCTL. See DSPSYSVAL QCTLSBSD.

Your controlling subsystem should be ACTIVE, not RESTRICTED.

Do you have multiple systems and/or lpars? If so, do you have the BRMS Network feature installed?

That will sometimes start a subset of TCP/IP to communicate with other LPARs so that it can beg/borrow/steal tapes.
If this is it, then those messages will be towards the beginning of the backup and not near the end.
