I have created an application ID in DCM to send an identity certificate
provided by a third party. We are using this ID in the HTTS_Init() API.
The first call always fails. The second call works great. Has me confused
and this will be a big problem when we go to production where we call this
service program multiple times by multiple jobs. I really do not want to
call it at init and then again within the loop. I would only like to call
it once at init.

We are running V7R2 and about 1 year behind on updates. My google search
did not find anything relevant or PTFs that could fix it.

Any suggestions?
