That was my thought as well. I've used it to add a few options/functions but have not tried restricting/changing the IBM supplied options.

It would be interesting if the spool user-defined UIM options list exit point QIBM_QSP_SPLF_LSTACT could except all options from the WRKOUTQ screen.
You could then get creative as needed to restrict certain options.
